The International Electronics Security Group a consortium of high technology electronics industry executives from the computer, semiconductor,hard disk storage, and related industried, and the American Electronics Association ,the 3000 member grassroots high technology trade group that spans the industry asked RAND to undertake a study of this problem, to estimate the resulting magnitutde of industry and societal losses, and to provide recommendations on possible stratefies for meeting the challenge posed by high technology hardware theft
