Network configuration in Linux, and in various implementations of Unix in general, has always been something of an afterthought from the programmers point of view. Adding routes, neighbor table entries, or interface configuration options required a somewhat haphazard combination of raw sockets, ioctl calls and specialized pseudo-network protocols.
